Ok i dont understand grant zoning rights what does it do???

From what I gather, when you hit Civic Policy I, either your city gets "locked down" automatically, or you can choose to lock it down. What that does is prevent ANYBODY from placing structures in your city radius. (I assume that goes for harvesters as well.)

In order to place a structure, you need to grant them "zoning rights" by doing a slash command (like /grantzoningrights or something like that.)

I'm only saying this from all the various things I've heard/read. Plinka could probably answer best or you could read through her FAQ/thread.

Yes, the mayor can place the city on lockdown as you describe it

It does not automatically go on it. Other than that, your post was right on the money
