It's true that IF a mob is already kneeling, then PD will effectively prone them, but how often do you see that? I bet not every often, PvE or PvP-wise. In PvP, your opponent will NEVER kneel infront of you if he's melee also. If your opponent is ranged, he will KITE you, because most of them aren't stupid enough to kneel infront of you while you go up and smack them silly. In PvE, as soon as a ranged mob is within your melee range, it will take out a melee weapon to fight you. In the case that it doesn't have a melee weapon(like droidekas on Lok), it will start running away from you while kiting you. So there really isn't any situation where someone would already be kneeling when you PD them.
