I like the idea of the NPC quests being more rewarding. Maybe more progessive quests like the themeparks where you help some commoner and it gets you noticed by a offical and so forth.

I have tried a few and they are paying almost as bad as the missions I was taking as Novice Scout. Granted some of them are ok like the ones given in Bestine by the "big wigs" in the capital.

okay nvm on the not listed above thing, but why am I still getting all my money and higher paying missions?

The mission difficulties for groups apparently has also been nerfed, I cannot get any higher difficulty missions since the patch, whether I am grouped or not. I don't expect the payouts to go up, but fix the problem with mission difficulties please!
