So since buffs aren't supposed to work unless the person has been listening for at least 2 minute. Does that mean that you have to buff an additional 3 minutes after that to get full buffs or has it been tested and proven that full buffs can be done in 3:10

its still buffing during hte 2 minutes. It just won't give the buff till after 2 minutes have passed. I'm still buffing at 3:10

The two minutes are simply a minimum time the client has to watch you before they actually can receive the buff you are giving them. Your buff builds just like it always did during those two minutes. So, you can buff in 3:10 just fine.
