No, not at all. That's what I thought it was back in the day, but actually here's what it is. You target a person and type /ventriloquism (Or just /vent for short) and it makes a light affect appear on them. You can only use it on fellow performers, while they perform, though.
Once you reach master Musician, Can you just place a cantina down somewhere, or does it have to be in a player city? (Meaning: Would I be able to have a cantina by itself, in the middle of nowhere?)
Has to be in a city.
Finally, are there HAM costs associated with smoke, spotlight, ect. , or are they just some cool stuff you can do for visual effects?
Yes, the affects take away from your action.

Have fun becoming a Master! I know I did! I'm not so sure how it is now, since the cantinas are loaded with AFK people and buffbots, but back in the day, it was one of the most fun things to do. I loved my little cantina group. But be prepared, it's going to take a while, and near the end of it, you might just crack. Just be positive, stand out from the crowd, and ENTERTAIN people!

Man that's lame. Is there any chance that vetriloquism could get changed to be able to do some actual vetriloquism?

I doubt it. It would cause a lot of problems. People would abuse it. I can see it now. A nasty Musician makes an innocent bystander badmouth the Empire in a room full of Imps....
