Can musicians use the effects droids? If so, at what point do we get the ability to configure the effects? (im not novice musician yet and cant do it, just curious if it will work soon)

Yes, Musicians get to use the effects and playback droids beginning at Novice Musician, unless something has changed. Don't leave your cantina without one.
