The new patch stated that we can now buff for the highest value and not the maximum amount... This would mean that if someone were to take muon and vasilpie or what ever we can possible buff them for 2200 can any verify if this is true? If soo we could be easily back in business, and get more attention.

I do not think that is the case. I have tested with Brandy and that doesn't happen.
From a previous discussion it appears that, when the buff meters were added, a bug was introduced to dance buffs where the buff would be triggered and the max amount of the mind pool would go up, but that it would not be filled automatically and would have to regenerate. It appears that this fix resolves that issue.
I see no changes in music buffs in the 3/23 update.

/agree with Fragpuppie. I think this was intended to fix a Dancer-only glitch; the patch notes shouldn't have referred to Musicians. I think. The bars we buff, Focus and Willpower, don't regenerate over time, so this issue isn't relevant to us.
