It used to be that combat players would come into a cantina for healing battle fatigue and to get their mind stats buffed. They had to play our game with us for ten minutes. Then they replaced our buffs with Inspiration buffs, which no-one really cared about. Battle Fatigue was the only thing that kept players of the combat game (the "real" game) coming to the cantina, and then only for a couple of minutes at most.
Now, no combat player need ever darken the doorway of a cantina again. Come to that, no musician or dancer ever need go in a cantina again. The only reasons we were there were because (a) that was the only place we could heal battle fatigue, and (b) that was where the audience was. Oh, and (c) roleplaying. But you can roleplay anywhere. A cantina was never a requirement, just a convenient addition because of (a) and (b).
As proprietor of a player-cantina, I have to wonder about whether those 5 lots could be more productively used. Right now, it looks like it will just be civic decoration.

Well technically you need to be there to inspire, but as you said those are fairly worthless.
