Yes,
you will be able to buff for a time of 2 hours

No,
you will not be able to buff as good as a Master M/D

The Buff strength is depending on the value of "D/M Mind
Enhancing", and the Master Box gives a serious bonus in
this.

At tec4 you can buff 75% (master is 100% buff).

so if i have a toon with 4,0,0,0 dancer and 4,0,0,0 musician will i be able to get 2 hour buffs with the same level of enhancement as a master dancer/musican


(would spend the other points on 0,4,4,0 doc and 0,0,3,4 artisan or some thing like that)
