So i got this live performance medal badge other day and was wondering how I managed to get it. Also I had a friend trying to figure out how to undeny someone off there list. If anyone could help with this I would appreciate it. Thanks

live performance badge eh? well thats interesting. ive never heard of it myself. /think Hmmm and why havent i gotten one already! 
We're you playing at a game event by chance? im told thats how you get some of the more obscure hand delivered badges from CSR's and devs, is to attend in game events.

it was a "has participated in a live event" badge, that is because you happened to be in the right spot at the right time when the devs decided to make that place interesting and send in npcs
ps. and how to remove from ignoring someone, press ctrl + p, then go to the ignore tab, selcet the person you want to un-ignore, and do that

The badge for participation in a Live event usually gets handed out in one of two situations:
1) at an announced Live event, mere minutes before the server crashes from the load of people in close vicinity (i.e. more than a few dozen or so).
2) or, as someone already said, if you happened to be in the right spot at the right time 
And in case you're talking about the /denyservice list, that's wiped whenever you log off - so relogging would do it for immediately getting someone off the list (is there a command to do it??)

Does "/deny"ing the person again remove them from the list?

yes.
In theory the deny list is supposed to be clean every time you log in, but I have added someone, for a repeat offense weeks after I /denied them, and it first said so and so has been removed from your list, as if they had been there the whole time. you can test this yourself, just remember anyone you deny gets a sysmessage.

/deny is a toggle...you do it once to put someone on your Denial of Service list, and again to remove them. Leaving the game world is not a predictable process; it isn't quite the same thing as logging out. Your character remiains in the game world after you log out for a variable length of time depending on how many other characters are around you.
I wish Denial of Service was a persistent thing. Or worked off your Ignore list. It has a range to it, by the way — about the same as group invite range.
