Im looking for the command that allows me to focus on another player so they do not need to be in my group to get a buff. Thanks.

Before you type /setperform (or some permutation thereof) make sure they're listening. The best way to do so is to either watch your Entertainment Healing xp, if you're not capped, or to make sure your listener is standing up and doesn't have a gun or polearm equipped. If they have a one-handed lightsaber, fencer weapon, vibro-knucklers or any swordsman weapon, you'll see them clap when they're listening/watching a performer.
You can tell if you're applying a buff if you get a trickle of Entertainment Healing experience right at the beginning.

They have to stop listening to you. First they have to be listening to you BEFORE you /setperform and you either have to target them before issuing the command or add their name after the command (/setp Elwyn). When the buff time is complete they then need to do a /stoplisten or use your radial menu to stop listening to you and set the buffs.
Unfortunately we have less control over the buff than the person being buffed does. We can set the performance or group them and then monitor how many flourishes we have provided to hit the magical 60 but they have to actively start and stop listening to us at the appropriate times.
