I have my cantina placed in a city right now. Can I pull the cantina up and place it anywhere I want? The city I am in is failing and I would like to move it to a more advantagous location.

As long as you still have one of the required masteries...um, yeah, it's like any other building. If you dropped the mastery that allowed you to place it...nope.
