After the first 5 the server ignores them.
And 9 seconds is almost 100% reliable, but then I wouldn't get 3:10 now would I. It'd be like 3:20 then.

Yes the server will cue more flos to be played, however that doesn't change how many are seen for buff purposes. For buffs the flo doesn't need to be played, just cued.
I think your macro works because you are actually doing a 5 flo 10 second rate. The 4 flos will not reset in 5 seconds, but as you can have 5 "flo clicks" that the server can see within the 8 ish seconds, at 5 seconds one flo goes through...not all 4. Then at 10 seconds the first 4 have cleared, and all 4 go through again. At 15, another singleetc.......
