Is it just me - or are the musician enhancement skilltapes very rare 
?

Very rare and prohibitively expensive. The price on most servers is astronomical due to wealthy combatants buying them up for their buffbot alts. For example, on Tempest a +10 enhance tape could easily go for 15-25 million credits. Well out of the market for a Musician.
