Pappi has set up a city "Sandbox" at -3300, -4600 on Tatooine (outside Bestine) for CU testers to live in (and the bigger the city gets, the more Pappi can test city stuff). If you're testing the CU, come put down a house and live in wonderful Sandbox, the home of HAWT (and other inferior guilds 
).
Zoning is restricted; however there are militia members (including myself) that can grant you zoning to put up your house. Try the ent channel to find one of us, or look around for people hanging out in the city.
