A buffbot is a toon that is left online 24/7 (afk) and runs a macro that allows it to give buffs (on these boards, typically musician and dancer buffs) to any player that follows its intructions (usually these involve inviting the buffbot to your group).

Scipionus summarized it well. The reason it's called a bot is because it is a robot. The toon is totally script driven with no onen actually playing the character. The player is off somewhere else on another toon or doing RL things.
