What mobs drop the Mind Enhancer skill tape?

Very random. Tougher the mob, better the chance, for skill tape to be a higher number anyhow. Such as vette's, NS, Genosian's mobs, DWB mobs, FS mobs....

They have dropped off tuskan's a marksmen 2001 has killed....so totally random...just rare.

I used one SEA on these shoes.... it cost me a pretty penny.
