I haven't had a reply from the devs, but my fellow Correspondents tell me that the perk involves an increase to the potency of our buff. No one is sure if it also speeds the rate at which we heal. No one seems to think that Musicians gain FPs or pets or any other more tangible perks from performing. In fact, as I think about it, I have performed while overt in a Factional HQ, and I don't remember any particular benefits at all -- but then again, I wasn't trying to confer the buff.

I will ask the devs about it again, in any case. They usually do answer my questions; it just takes a few days.
