YOu need 1000 or 0010 to learn it (otherwise your XP cap is not high enough to store 400k of XP), but I heard you can drop all skills down to Novice Entertainer and still play Western (ok it sounds terrible on a slitherhorn).
If you drop Novice Entertainer as well, you shouldn't be able to anymore (since you loose the /startmusic command)

For the quest the scroll states that you need the novice elite to read it, however the reallity is that you also need 400K xp to read it and that con only be attained at 1xxx or xx1x of the elite (you can only bank 350K at Novice Music).
The poster dropped not only all Music but all Entertainer. He thought it might be western related, but that is undetermined. Keeping western all the way back down to novice entertainer and even having it if you drop Nov Ent and relearn Nov Ent is not the issue. He doesn't even have Novice Entertainer and can play Virtuoso.
Very disconcerting.

Yes, I can buff at master level and can play every song and every instrument. Don't get distracted by western, it's not the issue. I have no musician and nearly no entertainer, and I can still buff as well as a master musician and can still do all entertainer effects, still use a droid with playback modules and effects, still craft all instruments, etc.
If it affects all other professions on a character transfer, it seems like a major bug that could very easily be exploited as other posters have mentioned.

Ahh...I'm sorry..I misunderstood the problem I thought you were saying you dropped MOST of musician and could still play western.
