Make that NON NPC....Blast not having an Edit button....

Please help new to artisan and vendors etc. Keep trying but to no avail vendor says it initialized but when I try and open the vendor it says it's not initialized??? What is going on? I have tried everything including destroying countless vendors and starting over- paying the maintenance higher and higher? What is the deal is this a known bug??
