Is it possible to make , place and then transfer "sell" a shop to another player?

If so what would be the cost of this for one tent, two vendors, on shadowfire server near AH, Tatooine

No if you want a shop with vendors you need to go up the business line to merchant. Only the character who set up the vendor can control it.
