Ahh I asked that very question myself.
The answer I got was typically unresponsive.
The answer to that is of course, those who try to maintain a wide selection of goods, and a good stock thereof. And given what Thunderheart just said:
DocSavag is a strong voice for the Merchants and based on the correspondent issues, this change may include the fact that only merchants can have vendors.
it looks like as I feared, the artisans and lesser merchants are to become the sacrificial lambs.
I suspect a lot of the people supporting these changes are those with multiple accounts. This is going to be catastrophic for the economy if it goes through, mark my words.

I've never really supported removing the vendor from Artisans though I would have supported moving it up to Business IV at one time. I do support scaling the pain if in fact we have to have the terrible nerf of item limits on the vendors.
Since the change a few weeks ago that made maintenance rates the same for droid and terminal vendors as they are for NPC vendors there has been less of an incentive for Artisans to hire merchants to sell their goods. There needs to be an efficiency gain at Novice merchant that simply doesn't exist right now. One way to do that is to make the costs higher at Business III another is to lower the item requirement. If we are going to be forced into lower item requirements then we should start at a lower level (in Artisan) and work up.
I don't support removing the vendor from Artisan at this point though I wouldn't have put it there if I had been designing this system in the first place. The only way our profession would have been truely powerful in this game would have been if there were no vendor at artisan and the bazaar was not in the game or severely limited in the types of items you could sell there.

The second item has to do with Vendors. Currently, there is no limit to how many items can be placed on a vendor. This causes technical issues, encourages monopolies and actually hurts sales in many instances because most players don't "drill down" through all of the vendor pages to find items. We want to solve the technical issues, discourage monopolies and make vendors easier to use. An item limit is going to be placed on vendors and that limit is intended to be placed on 150
So apparently SOE think merchants are to powerful... never mind the resent "killer stats" with the "Top Ten Things That People Solo But Shouldn't Be Able To With Their Current Skills/Weapon:"... no, no the really overpower profession is merchants!!
The easiest way to Help there swelling DB issues is to Retro all vendors so that if you do not have Merchant Skills, you do not have a Merchant.... and I am not a Merchant. Had to pay to have one placed.
Then that would also in turn make the Merchant skill more desirable to have or Make a Merchant more desirable to Place Merchants.... But be able to give Admin Rights to the Person They are placing the merchant for so they can put the Items up but the Merchant who placed it still gets the EXP and say a 5% cut on sales.
If they want to make an Item limit it should scale at skill levels of a merchant.
