The on test limits per vendor clearly need to be increased throughout the merchant tree but I think that with a 50 item limit it is practical to allow everyone access to the vending machine or if they take then drop merchant to allow them to keep a decorative vendor.
These are the reasons:
1) bartenders: usualy selling jawa beer or other beverages, I like to see these
2) Zoo keeper: in my mate's zoo - it sells pet food but realy it just adds to the ambiance.
3) ticket colector: in my neighbour's aquarium (5cr on the door but if your bringing a school party you can offer an item to the vendor for a rebate as school parties are free). **
4) Souvenier stall: also aquarium sells decorative fish 20c each
5) Chorus girl: in the cantina in the changing room alcove, doesn't sell anything (though I keep trying to convince the owner to put up gloves called 'favours' for sale at 500cr each) **
6) decor vendor: Sells a huge ammount of very low trafic stuff mostly drop / quest with some crafted paintings.
7) Senechal: Decorative / ambience vendor in someone's hall way.
8) Greeting vendors: many malls have a vendor with mesage of the day that sells nothing
9) Museum curator: your getting the idea now, the uses for vendors are vast and interesting.
Two of these are actualy under the control of a Chef / tailor / merchant but with reduction in vendor storage her four trade outlet vendors will need extra vendor's next to them (or they will need to radicaly reduce the range of produce on offer in both fields).
This purge of vendors runs the serious risk of smashing the economy to bits, many, many people use vendors to facilitate trade (e.g. on the trade forum) with that gone lots less stuff will get traded (quite apart from the volume of stuff on the market the variety of things available for sale will diminish) and the economy may become stagnent. Thats not good for merchants, though it may work out OK for some of the crafters as there will be fewer things on sale the 'in demand' things will comand a higher price.

The extra vendor would be of much greater use to merchants as it would quickly multiply up the ammount of storage they get.
