I think master merch are capped at 12, but how do malls get 15+ vendors in them?

Perhaps they count as an item, so max would be like 200, but I'm not even sure they count towards item max.
A vendor do count as an item, so yes 200 would be the max in a small generic house.

Unless this has changed recently, vendors DO NOT count as items in a house.

Have to agree there, mine do not count on house limits.

Masters Merchants can indeed placeup to12 vendors,
Places with more than that come from Other People being on admin long enough to place their own vendors in structure.
Jon owns house, admins Sal.
Jon places down 8 vendors of his own.
Sal places down 10 vendors himself.
Jon removes Sal from admin.
The house has 18 vendors in it.

Perhapsthey count as an item, so max would be like 200, but I'm not even sure they count towards item max.

Well I have been training my alt in merchant lately. I did not bother to buy a house or anything and just added the new character to the admin list of my main character place.
However, that house was filled to its limit of 100 items (a small round naboo). When I tried to drop a vendor on the floor I was told that the house was filled, had to find something to delete to start placing vendors.
Maybe it is only the house owners vendors that do not count for an item.

It's possible (but I can't confirm it) that there must be a single slot open in the house for dropping the vendor.
It's like the system says "you have 200 items in the house so you can't drop any more" but if you had 199 items in the house it would let you drop the vendor and still show that you had 199 items in the house.
Again, this is only a theory. I have no proof.

I think I ran into that once but I could be imagining things due to over endulgence in Havana Hog Punch on Key West today

Well I should get efficiency 4 sometimes today or tomorrow. (depending on server downtime and how late I log out), I can test it then.
I will report back, here either way.

I just placed my 10th vendor. And while they take up inventory space and need one free space in a house, they do not occupy that space once dropped.
So I guess I was wrong on that part.
