I am currently 0003 merchant and have 5 vendors operating for my BE and Tailor items. I am wanting to drop 0003 merchant and pick up 0040 merchant just long enough to add clothing to my vendors. Then go back to 0003. If I drop 0003, will my vendors all go poof right away? Or will they stay active for about a week, just long enough for me to get the customization skill I want and then switch back? Anyone know?

They will not go poof.
But at Novice Merchant or 0040 you'll only be allowed 3 vendors and 750 items max.
If you're over that (too many vendors or too many items) you won't be able to put anything up for sale. Neither from the stockroom or your inventory.
Your current stock will remain on the vendor, and it will continue selling it, you just can't add more till you either loose some vendors and the items drop below the 750 (or both), or you get your skills back.
After all items dropped into the stockroom on one vendor it has 2 weeks time till it poofs because its empty.
