How does this sound:
One of the skills a Merchant has is the ability to send things on a shuttle by using the shuttleports ticket vendor. You pick the destination, the route it takes, and then load the item in to the vendor... After some relatively short amount of time, the item arrives at the ticket vendor at the destination port. A customer could then be instructed to pick the item up at the specific shuttleport. Make it such that it is less expensive than delivering in person...no return ticket needed either.
Perhaps at some point in the future, move the shipping functionality to an additional vendor-like computer. It could be an optional piece for player city shuttleports.

I wonder if the ticket terminal might not be a better place for this since it already has the map and other functionality that would allow you to pick a destination. You go to the ticket terminal and instead of Purchasing a ticket you access your package pickup.
That was my intention. I just referred to it as "ticket vendor."

Ahh yes sorry you typed "ticket vendor" and I saw "ticket droid" .. my mistake.
