i just have novice merchant,mostly because to be in a mall on our server the vendor must be a npc type,if i drop novice merchant and down into the artisan levels, will my vendor be fine? or will i lose it?

If you drop merchant skills that allowed you to place a certain type of vendor, your vendor will remain intact.
The things that will be affected are:
How many vendors you are allowed to have up
How many items you are allowed to have for sell
If you drop skills that will decrease the vendors or item count in any way,
you will not be able to place any new items up for sell or vendors up to sell
until the limit is down to what is allowed or you regain the skill to have current limit.

Thetype of Vendor and any clothing you have placed on it will remain after you remove those skills from your template.

what if i drop all of the artisan business and novice? will my vendor go then?

The vendor will stay, but you will not be able to put any new items up for sale.

Can you still buy stuff from it? Or can people still offer stuff to it?

People can buy from it, if I remember right. If they can buy from it they should be able to make offers, but I don't know if you can access them or not.
