I seem to be bumping up against the vendor item limit for the first time. In the merchant skill boxes, the bonuses you receive to the vendor item limit are described as being per vendor ("This skill mod determines how many items a merchant can sell on each vendor" is how the description reads). At master merchant, you're at +4000. Since I couldn't add any more to a vendor with 114 items on it, is 4,000 the total number of items you can have for sale regardless of the number of vendors you have? I have eleven active vendors.

It's total items across all vendors.
Items in packs count but the packs themselves don't count unless they're empty.
The number of items listed at the bottom (101-114) does not count this accurately.
You have to use the vendor status window to get an accurate count.

Hmm, I pulled four items off and tried to put the back on the vendor. It still won't let me.
