I'll keep it simple

1. Create a new NPC vendor


2. Drop a clothing item on them.


3. Tada!

The good and bad news in opposite order. The bad is that you have to make a new vendor because the old ones won't wear clothes. The good is that if you keep making npc vendors their clothes and body randomize. So you can get skinny twi'leks and orange wookiees now.
