Do merchants get still get xp while offline?

Yes, it is earned all the time, but sometimes comes in clumps.

There's a bug, though, whereby if your vendors don't exist (i.e. nobody is around) you don't earn experience.

Unless this has been fixed.

So unless you have people coming into your store, the vendor technically doesn't exist, so no xp is earned

That should have been resolved as of the last publish. If it isn't working we need to know about it. I haven't tested it on Live but it was working correctly on Test Center. You get your XP the next time the vendor loads.

I can verify that I am getting proper experiance on live, even when off line.
