does that mean total vendors in the game? or total vendors per store?

if you get the ability to place more vendors you can place them in any house you are a admin to.

All vendors DO NOT HAVE TO BE IN ONE SHOP. you can have up to 6 vendors and they can be divided any way you choose in any number of shops. Once you have 6 vendors placed you can not place any more any where
