is there a particular order people go up the merchant tree or not? Does it even matter?

Go up Management first.
This gives you more vendors and you get xp for every vendor you have.
So always keep your maximum number of vendors in the world (with an item for sale and maintenance paid) to get xp faster.
As a courtesy to other people, name these xp vendors something obvious (like "xp vendor") and put them somewhere out of the way so people don't get frustrated by looking through empty vendors.
This gives you more vendors and you get xp for every vendor you have.

After that I usually go up Advertising to get on the global map. Might be less important than it was with vendor searching but predictably people are too damn lazy to use the search engine anyway so they still rely on the less accurate system of global advertising.
(I wish I had a nickel for every time I've been told someone couldn't find anything on the Vendor Location search and I found it in 2 mintues of actually working at searching instead of just crying about it)

Ironic, isn't it? A bazaar system that was meant to facilitate shopping, and people either don't know how to use it properly, or don't bother at all..

Predictable is what it is. The funny thing of course is that after 2 years of begging for better categories and better searching they gave it to us only as a attmpt to nerf the profession. It didn't really work of course becasue people are, as usual, mostly too lazy to use things like this they would much rather ask in guild/group/spatial "Where can I find a good set of tantel armor?"
