So is this 150 vendoritem limit nerf happening or not?

No, it won't be a straight 150 limit. It will be limited however, the numbers of items will be directly related to your level of Merchant ability.

What exactly is the difference between a Master Merchant and a former Master who dropped the skills?

That isn't the real question. The real question is..what is the difference between a Merchant and a former Merchant who is not using those skill points for something else...the answer.. nothing unless you want to make a change to your vendor (something you don't have to ever do really unless you decide to move)
