Question for you? Can a non merchant place things on a vendor if given the appropriate permissions?
Here is my idea, I want to setup a Bounty Hunter 1 stop shop that has a vendor that has weapons, powerups, droids, and armor. I also would like to place in the house a BH terminal if possible, and not sure we can place informants or not.
If someone could give me some information regarding this, what is and what isn't possible it would be a great help.

The only person who can put items up for sale on a vendor is the owner of the vendor. There is no way to admin control to someone else. The vendors do not work like the bazaars.

what you can do is this... you can always offer on the vendor and the owner will buy them and then resell to the public (probably at a raise price) this works well as long you don't have sale tax or a low one 
OR... you can have same access as the vendor owner and just tell them to sell these items for you and then transfer money.. (more work) but I think the 1st method is better.
