Or is it just me? I don't get any option on my in-house vendor to give it a greeting to say whena customer approaches. Forgive me if this has been discussed at length, but I can't seem to get it function.

If you have Advertising I, there should be an option on your vendor called Ad Barking. This lets you set up a computer-generated greeting based on the type of item you sell in your store.
But as with most of the Merchant profession, it's mostly broken. It only works maybe 50% of the time, and will often stop working completely. Advertising II is even worse, since no one has been able to create a custom ad bark. And even though Advertising III does work in getting your vendor on the Planetary Map, it seems to reset itself almost every day, causing you to have to re-register your vendor.
See the pattern here?

All of the first three boxes on that branch are borked.
Ad 1 makes my vendors bark for *maybe* a half hour or so. Then they stop. To start them again you have to undo and redo the barking initialization.
Ad 2 customization shows up in the vendor control menu, but when you select it you get nothing. This one is completely broken.
Ad 3 Planetary advertising works, but only until server reset. Then you have to undo and redo the planetary ad option.
This entire branch of the skill tree is hosed, much like the rest of the merchant tree.

Ad1 worked off and on for me. Ad2 lets you customize the text but it is broken also.
