Determine how many items you will want to have up for sale and add 100. Then get the appropriate skills according to what you will need from there.
Prioritize what you need. Planetary advertising, lower maintenace fees, finely dressed NPC vendors, etc.
Don't go for master merchant unless you want the entire package.

If you intend to to own a lot of factories and harvesters, that decrease you get in maintence fees is nice. Adds up if you have a lot of structures and are always harvesting.

I have a Master Merchant / Master Politician / Master Artisan. He has points left over and I picked up Novice Architect and have a few to spare still I believe.
You should be able to do MM / MP / Master Architect, yep.
Do you want too? Up to you... as a Mayor I can use the 12 vendors all over the place. Helps spruce up and decorate some of the city buildings and I can have them bark for events.

It is really up to you. Master Merchant just for the sake of it is not really needed. Many people can get away with just 3440, pick your perfect vendor, then drop the hiring line altogether and stick with 3400. If you need LOTS of space, then yes, by all means go master.
