To my understanding, I can declare my residence in a merchant tent. In an effort to save on lot space, I placed a tent right next to our city hall and declared, receiving the appropriate message that it was a success. Upon checking the citizenship on the term in the city hall, my name was not on the list. Am I doing something wrong?

Nope.
You just might have to wait till after server reset for it to show up.

Also make sure you look closely that list on the terminal is not in alphabetical order and can be difficult to find things on it.
