This is an ethics question:
Background:
I'm an armoursmith, and I have this one moron customer who keeps offering 2 bracers on my vendor. And they're total garbage, one has resists of 2000/700. I told him MULTIPLE times that I don't want to buy them, yet he keeps putting them back, at an ever increasing price.
Now here is the question, would it be harassment or griefing if I rejected them from my vendor then banned him from my shop? I'm really REALLY getting sick of rejecting this garbage, and I'm worried that one day I might make a mistake and buy them.
I'd consult a CSR, but you know how they are, they'd most likely tell me to check my sound card drivers and close the ticket.

just ban him period, it is your right as a shop owner to refuse service for any reason whatso ever
reject his offer, send him a email stateing he has such and such time to retreive , and at this day he will be banned and all items offered void

you only have one stupid customer? how lucky! ... I kid, I kid! 
I've had folks that offer random things to my vendor too. if it's clothing they bought at my shop, I just leave it there if they didn't also contact me to explain why (I have a sign up that says no returns,) and if it's junk I'll ban the guy.

Would it be unethical for me to create a character on Bloodfin just so I could offer bracers to Tashaa's Imperial Armours?

I always buy back if people put the same or a lower price on the goods if they are still in full condition.
I once banned an offending customer who offered me items (he was not offending me by offering, au contraire, I wanted his things, but after his blatant offends I did not want to trade anything with him any more). I gave him 1 day to remove his things, rejected all and after 1 day he was banned. Never seen a sign of him again, lucky me
Best you write your customer a mail, and the same mail to yourself, too, just to be sure what you wrote. Set him a date when you will ban him, and voila.

If you have told him not to do it multiple times, then ban and report him for harrassment imo.

I almost never respond to unsolicited offers. Usually they sit on the vendor till they rot.

yeah I dont even bother rejecting the stuff more than once myself if they kep putting it up. And if they wont quit. on the banlist they go.

This would be my response. Just let them sit. They're eating up his bazaar slots. I'd only take further action if he started contacting me about them.

Also, if your vendor doesn't have too much stuff on it, next time he offers them withdraw and retrieve your sales and delete the vendor and create a new one.
Problem solved.

Someone offerd a CDEF pistol to my Elite Weapons vendor the other day for 99999999 credits lol - I had to smile.
