I just got it and saw it said something about global Bazaar fee's but I dont understand what exactly it does.
Can anybody tell me?

Yes, you can now save 4 credits per bazaar auction. Arn't you happy now.

It only costs you 16 credits to list something on the Bazaar instead of 20 credits.
So if you sell 100 things on the Bazaar, you save...
drumroll please...
400 CREDITS!!!!!!!!
Omigod, you are l33t when that happens. 400 credits! You could buy a couple more droid batteries or something. Or five more minutes of maintenance on your vendor if you have a lot of merchandise in it.

I seriously contemplated sending a thank you letter to SOE for Efficiency 1. I mean cmon, 4 Credits per item. I was so happy when I put up ten torches that I saved 40 credits that I almost bought myself a Jawa Beer! If only it had been 40 Credits or less. But I bet the guy selling it paid the WHOLE 20 credits to list it.

Yeah, I have Eff 1 and it rocks. Just in the last few days alone, it must have saved me, oh .... roughly ....

They put that in when the bazaar posting fee was 500 cr... then they changed the posting fee back to 20 cr andI guess couldn't think of anything else to put there so there you go
