When I first was a Merchant, yes, I still got exp when offline. This given by people visting shop, buying, or paying access fees at any time. Its possible to log in and get a message saying "You now qualify for skill XXXX." Thisalso happens when you make stuff with UXP.

Correction: you DO NOT get exp for people buying your items.
