Somebody else said it works off the character naming filter. So if a Player Character already has that name you can't assign it to a Vendor. And it only matches off the first name, so you can't make any vendor with Medical as the first name if somebody named the character Medical as first name.

It is the same filter and the PC names yes.... only one naming filter in game and it is not controlled by SOE (from what I have heard).
There was a naming threat here a long time ago, and from what I can se it is the word Medical that is prohibited.

I think the issue here is that you can't have some (not all) profession names in a vendor name. I have a vendor named "Smuggler supplies" but my friend had to name one of his resource vendors "Archi'tectual Resources".

The naming filter is a bit odd it checks for strings anywhere in a name and certain strings are not allowed. Some because they represent titles like General or Major some because the string is the name of a Star Wars Character like Han (Which prohibits Merchant)
All in all it is a royal pain but the word is that the naming filter is managedby LucasArts and SOE can't change it. They tried some time back removing that filter from the Vendors but it was apparently ordered back in.
