Well, if you mean the "Slim" style terminal vendor, that's Hiring 4 according to the guide.
If you mean non-fat NPC vendors, sorry but it's random at all levels.

It's the Slim vendors I use. And want to keep using. Typical it's hiring 4

Chubby vendors are getting kind of old. Or maybe they only seem chubby because most Player Avatars are really, really skinny.

I know it's discriminatory hiring, but I only want attractive vendors!!
There's a huge market here for image designers to tap if only they could.

Although someone said it's totally random, I have observed the opposite. Not enough to say its definately not random chance however.
I noticed when setting my shop back up recently, that I kept getting ugly vendors. Mine are normally all attractive females. (Hey! Stop smirking!) I had dropped 2 boxes of the second column in order to get Master Artisan back briefly, and I kept getting all these ugly old crones. After about 10 straight ugly women, I decided "screw this, I'm getting those boxes back and see if it helps." Ran over to Bestine, trained them up (did not regain master) and came back.
Very next vendor I dropped was young and pretty. I have not had to try more than twice to get a good-looking one since.
As it happened though, that first vendor was a bit dumpy in the abdomen, but it wasn't obvious until I dropped a skinsuit on her. At which point she had a pronounced tummy bulge. Hm... Ok, I can work with this, especially since she sells meds and her name is "Intoxicated Nurse"...
Her greeting is now "Hic! Hey, that's the one! That's the father of my ba-HIC!-baby! Uh, wait... maybe not... so, errrrr, buy a stim?"
What can I say? Slave women and 'ludes are a bad combo!
