Yes this has been reported but it wasn't fixed yet. Will get you an update on the fix as soon as they have something for me on it.

Did they fix the vendor/ merchant exp while not at home issue?

... looks like it is in fact fixed, I gained about 16000 exp in one pop walking into my house.

This SHOULD be fixed. My testing on TC seemed to be getting me XP in a low traffic area. And I did witness first hand gaining XP from my vendor all at once when it loaded and hadn't been loaded in a while.
