Merchant Archive

I'm a novice merchant and I was just wondering about the hiring hirearchy. For example I know that at novice merchant I can select from random playable raced npcs while at master I can select from non playable species and equip them with clothing/armor and weapons. Can someone please fill in the middle for me? BTW, I remember reading something about at advertisement IV that you can get NPCs in cities to advertise for you. Is this still in effect or is it outdated? If it's still in effect can someone please tell me the limitations and how exactly this works?
