I was wondering if it would be better to place down my vendors around a busy city that already has tons of vendors or if it would be better to place them around a less busy city that has less vendors around it?

I am not a complete idiot, some parts are still missing

I'd say busy city.

I'll go to a less busy city if I have to, but I tend to check the busy ones first, such as Theed and Coronet
