That is the way it is supposed to work yes. I haven't tested it.

Everything owned by char a will poof.

I know someone who had admin in a friend's house, decided to reroll his char, dropped all his goodies into this house, deleted his char, made a new one, picked up inherited items... a week later they all vanished. CSR said it was working as designed. To keep transferred items from a deleted char, they must be traded to your new char, not just dropped and picked up again. This transfers "ownership." So if the houses (and contents) were not transferred, yes, it will all go poof eventually.
