Is anyone else having the issues where the access fee's are giving you exp?

Yeah, it seems that I'm not getting XP when someone pays an access fee that I put on someone else's house that I have admin rights too.
Is this a bug?

I dont even get xp for acess charges on my own house and my vendors arent giving me the right amount of hourly XP and I get no xp for people using my vendors. I'm really gated for gaining XP
