Currently (unless they stealth fixed/nerfed recently) you do not lose your vendor(s) as you surrender merchant Management skill boxes. That's an area of hot debate, and it's possible that this will change in the future. it's also possible it won't

Also, even when you surrender Novice Merchant, you'd still have 1 vendor slot for Business 3 in Artisan, but I assume you also meant surrendering that skill box.

I think that this will be fixed sometime in the next few publishes. Too many people are taking advantage of this exploit.
