Is it too much to ask that people are asked to take a maturity test before being allowed to play this game? LOL Sorry sir/ma'am, I'm afraid you've not met the qualifications to be able to join this commmunity. Move along now.
However you can deposit in the treasury, and the treasury is actually the maintenance pool for the city hall.
I believe this is how cities work...theowner/residentof the city hall is the mayor (know that for a fact), the maintenance pool of the city hall is the treasury of the city (know that for a fact...saw it in the /structurestatus), and the militia are on theadmin list (educated guess) and the citybanned people are on the city hall's banned list (educated guess). Don't quote me but it looks like they took some shortcuts when making cities.
When /structurestatus was active, I actually noticed that the city hall itself got the 20% merchant discount when a merchant donated to the treasury...whether this actually went into any calculations I don't know (I don't think it actually did since the city hall 'costs' are dependent on city level and they don't look for any discounts).

Yeah not anymore since they removed the slash commands, but I used to be able to give others admin rights. Never did check to see if it gave them militia powers.

I hate to disagree but right after I got Efficiency 4 I checked the current maintenance versus what last weeks was and there was EXACTLY a 20% reduction.
I believe the mayor is listed as the owner of the shuttlport, cloning center, city hall, and all gardens and fountains and those are all treated as 'structures'.
