it says i can manage structures at 80% cost, does this mean i have to own the structure or just be admin?

If you own the structure and you place it after you have the skill, the bonus is automatic.

If the structure was already placed when you got the skill, and/or you are given admin access to the building, you need to put a single credit into maintenance.

That single act of adding maintenance causes the game to check for your bonus, and it then tacks the bonus onto the building. I believe you can be removed from the admin list after that, and the structure will retain the -20% maintenance discount.

Actually either way the discount it tied to paying maintenance on the structure. If you own a structure but allow someone else to put maintenance on it the discount will go away until you pay something on it again.
